Use of Smartphones will be allowed soon.
From Jan 1st use of Smartphones on the golf course will be allowed. Previously the use of smart phones apps was not possible as smart phones could also access other information apart from information regarding distance. Here is what the USGA website says about the decision. 
  • Decision 14-3/18 confirms that players can access reports on weather conditions on a Smartphone during a round without breaching the rules. Importantly, this new decision also clarifies that players are permitted to access information on the threat of an impending storm in order to protect their own safety.

Further clarification will not doubt be coming about this subject. The logic governing the previous decision was that other applications could be accessed such as applications  that suggest what clubs to use for a particular distance etc. I'll await further advice from wiser heads before deciding on how our local rules wording could be changed. A point brought out by one of the commentators on the changed decision. "
